A reliable information system is a pre-requisite for planning especially in the field of technical education and training. Having this in mind, the Government of India has set up a National Technical Manpower Information System (NTMIS) during the Sixth Plan for providing upto date meaningful information on a continuing basis needed for planning and administration of technical education on proper lines. Such studies have, however, generated expectations amongst the educational planners and administrators about forecast of future requirements of technical manpower being made based on more reliable data and using more refined methods than hitherto adopted.

    The main objective of the National Technical Manpower information System is
  • To develop a comprehensive data and information base to act as a decision making and to support the system .
  • To strengthen labour market information system of technical manpower at various levels including at State and National level.

The present review of Annual Technical Manpower Review 2007 (ATMR) is eighteenth in series for the State of Tamil Nadu and it is prepared based on data collected from the Engineering Graduates and Diploma holders of 2003 Batch, data collected from Technical Education Institutions and Industrial Establishments with reference to the year of 2004-05.

METHOD OF DATA COLLECTION

1. Survey of Engineering Educational Institutions

Data regarding the facilities available in all the Engineering Colleges and Polytechnics in the State during the academic year 2004-2005 were collected through Institutional Questionnaire. The questionnaires were mailed to the Institutions and data were collected regarding their location, infrastructure facilities available, discipline-wise intake and outturn of students, staff strength and their educational qualifications, facilities available in the institutions for continuing education and details of consultancy projects taken up by the institutions, etc.

2. Graduate Follow up Survey

Permanent addresses of all Engineering Graduates and Diploma Holders passed out of the institutions during 2003 were collected from all the Engineering Colleges and Polytechnics in the State. Student questionnaires were mailed to the students and data were collected from them regarding their disciplines of study, their employment status as on 30th June 2005, time taken up for getting their first employment, monthly emoluments (if employed), etc.

In respect of non-response cases, samples were drawn from each discipline by randomly selecting 10% or a minimum of 10 cases whichever is higher or all the cases where the number is less than 10. These samples of Degree and Diploma holders were approached through personal contacts by the field staff of this Department and data were collected from them in student questionnaires. Data collected from the sample students were blown up suitably and merged with the data collected in the mailed student questionnaires to have complete data for the entire 2003 batch of students. However, of best efforts, data could be collected only from a limited and meager number of sample students due to their non-traceability in the given address, migration to foreign countries, etc.

3. Establishment Survey 2004-05

Data on Technical Manpower Employment in various establishments (other than Engineering Institutions) in 2004-05 were collected by the Board of Apprenticeship and Training (BOAT), Taramani, Chennai and the tabulated results of the data were furnished to the Nodal Centre of Tamil Nadu (Department of Economics and Statistics, Chennai ) for use in the Review. The data collected provided information on the distribution of employed engineers by discipline, level of study and sex in various sectors of Employment and Economic activities.
