1. Housing and Building Activity

To collect the detailed Data on Housing and Building Activities both in public and Private Sectors, to provide the basic materials required for planning and other purposes.

The scheme broadly covers the nature and type of constructions, Plinth Area and Floor Area, Number of Dwelling units, Residential, Non-residential and Estimated Cost, etc.

Administrative Setup

In order to collect Housing and Building Statistics on a regular flow basis, three cells have been created. Two cells are functioning at Government level & third one at Department of Economics and statistics.

One cell has been setup in the Housing and Urban Development Department in Government for collection of Housing Building Statistics in respect of public sector. In public Sector, from the year 2007-08 onwards schedules are canvassed in all the units where the total cost of all projects undertaken in a year was more than Rs.25.00 Lakhs by a filed unit of the various construction agencies such as Corporations, Municipalities, Panchayat Unions and Public sector Undertakings.

Another cell has been set up in Government Municipal Administration and Water Supply Department for collection of Housing and Building Statistics in respect of Private Sector. In Private sector, from the year 2007-08 onwards, data will be collected for new constructions only in all the Class I and Class II towns on 2001 Census basis. In so far Class III to Class VI towns are concerned National Buildings Organisation, New Delhi has decided 10% of towns may be covered on sample basis in every year.

The third cell in the Department of Economics and Statistics is responsible for implementing the scheme and for providing technical guidance. This cell co-ordinates the collection of data from the filed units and also attends to scrutiny, tabulation, analysis, preparation of relevant tables with a brief note.

The Statistical cells in the two Government Department of the Secretariat act as liaison between the Department of Economics and Statistics and the concerned agencies.

Building Construction Cost Index Numbers

The objective of the Scheme is to collect the data on prices of important Building Materials and wage rates of “Building Labour” on quarterly basis and compilation of “Building Construction Cost Index Numbers” for 16 district centers with 1999-2000 = 100 as the base year.

The indices of Building Construction Cost Index were compiled for all the sixteen (16) centres for the quarter ended 31.12.2006.
